摘要: 从安全系统工程角度, 利用层次分析法(AHP), 研究了船舶在恶劣天气条件下开航安全性影响因素, 建立了安全性评估指标体系和评估模型, 确定了各评价指标对船舶开航安全的影响程度, 运用模糊数学的综合评判方法, 对恶劣天气条件下船舶开航安全性进行了评估。结果表明该评估方法能给出清晰的安全定量指标, 是可行的。Abstract: From the point of system engineering, the affecting factors and their important degrees of beginning voyage in heavy weather were studied, the system of assessment indices and assessment model were built by AHP (analytical hierarchy progress). The safety evaluation of beginning voyage was developed by using comprehensive assessment theory. Applied results indicate that the evaluation method can provide scientific quality indices of safety.
