Abstract

Abstract

Taking Xi′an and Hanzhong as examples, the ISM for urban traffic was developed, and the ISM was studied with the systematic analysis method. It is pointed out that the hardware facilities, such as poor quality of roads and limited driving space, are not the main reasons to cause the traffic problems, just the software measures, such as the lack of advanced management methods, are the main factors.
